Power Tools on Site: Checks and the Register

An angle grinder with the guard torn off, a drill with insulating tape on the cable, a grinder that got soaked in the rain and came back to work after two days on a radiator. On many sites that's everyday life - and exactly what a PIP (Polish Labour Inspectorate) inspector looks at first, because they can see it with the naked eye before they even ask for the papers. Power tools are the most numerous equipment on a site and at the same time the most neglected in documentation: the DTR (technical documentation) disappears with the box, nobody records inspections, nobody has seen the manual. In this post I put the topic in order: what checks the regulations require for power tools, what you document and how to manage it in a small firm without a full-time OSH officer. A power tool is a machine too - and that has consequences

Under the OSH regulations, a drill, angle grinder, rotary hammer or saw is working machinery. It is covered by the Regulation of the Minister of Economy of 30 October 2002 on minimum requirements concerning occupational safety and health for the use of machines by workers at work. This matters, because firms often split equipment into "serious" (excavator, crane - papers exist) and "minor" (power tools - nothing exists). The regulations know no such split.

Three practical duties follow: equipment must be suitable for the task and kept in a condition creating no hazard, workers must have information and instructions on operating it, and its technical condition must be confirmed by checks. Check results are recorded and kept available to supervisory authorities - in particular the PIP - for 5 years from the date the check was completed, unless separate provisions state otherwise. In practice the simplest approach is one equipment inspection register: a list of power tools with numbers, check dates, result, signature. The rain-soaked tool from the first paragraph? That's exactly a special check - before it goes back into a worker's hand, someone competent must confirm it's sound.

Who may check power tools

The regulation requires checks to be carried out by authorised units or persons with appropriate qualifications. For simple power tools that usually means a qualified electrician, the manufacturer's service or a trained person in the firm - the scope of testing (visual check, protective conductor test, insulation resistance, function test) depends on the tool's protection class and the manufacturer's recommendations. What matters is being able to show two things: the person was authorised, and the check actually happened.

On top of that comes the daily routine: before use the worker inspects the tool - cable, plug, guards, housing. That's not a formal recorded check but a habit that should follow from on-the-job training. How to document training is in the post OSH training records.

Power supply on site - the other end of the cable

The soundest power tool won't help if it's plugged into an improvisation. On site you power equipment from construction distribution boards with shock protection, extension leads must be rated for outdoor conditions, and cables routed so they don't lie in water or get run over. You confirm the state of the site installation with measurements - something inspectors check routinely along with the tools. The documentation minimum for a small firm

  • Equipment inventory - a list of power tools with serial numbers or your own markings.
  • Inspection register - dates, scope, result, signature of the checker; kept for 5 years.
  • DTR / manufacturer's instructions - accessible to workers; a binder or a folder of PDFs will do.
  • OSH instructions - for job positions working with power tools, consistent with the ORZ.

That really is enough. The point isn't a binder as thick as an encyclopedia - it's that when the inspector asks "when was this grinder last checked", there's an answer other than a shrug.

Frequently asked questions

How often do power tools need inspecting?

The regulations give no single frequency - they require periodic checks at intervals following from the manufacturer's instructions and conditions of use. A construction site is harsh (dust, damp, transport between sites), so checks should come more often than in workshop use. Set a cycle based on the DTR, write it into your documentation and consistently record completed checks.

Do power tool inspection results have to be kept?

Yes. The regulation on minimum machine requirements requires recording check results and keeping them available to inspection authorities for 5 years from completion of the check, unless separate provisions state otherwise. The simplest way is one inspection register for all equipment.

Who may carry out a power tool inspection?

An authorised person or unit with appropriate qualifications - in practice a qualified electrician, a service centre or a trained worker, depending on the scope of testing. The daily pre-use check is done by the worker themselves - that's part of on-the-job training, not a formal check.

Can a worker's private power tool be used on site?

The employer bears responsibility for equipment used for work - regardless of who owns the tool. If you allow private equipment, cover it with the same rules: inventory, checks, instructions. It's safer to work only on company equipment, because after an accident with a private tool the evidential situation gets unpleasant.
