A ladder is the simplest piece of equipment on a site, and that's exactly why nobody takes it seriously. Ladders and work at height - when it gets serious
The OSH regulations treat work performed at least 1 m above floor or ground level as work at height - including from a ladder. That means a worker on the third rung is formally working at height: they need a medical certificate with no contraindications, instruction and a risk assessment covering such work. How to set up and use a ladder correctly
Leaning ladder
- Set-up angle 65-75 degrees - in practice: toes at the ladder's base, outstretched arms touch a rung at shoulder height.
- Extending min. 0.75 m above the surface the ladder leads to - so there's something to hold when stepping off.
- Stable ground - no pallets, bricks or "shims"; on soft ground the ladder feet secured against sinking.
- Secured against tipping - tied or hooked at the top, standing on anti-slip feet at the bottom.

- Fully opened, with the spreader locked - never used as a leaning ladder.
- No standing on the top rungs where the manufacturer forbids it.
- On even ground, all four support points on the ground.
What you must not do from a ladder
The regulation on OSH during construction works and the general OSH provisions explicitly ban the most common site "hacks":

Checking ladder condition - a simple habit that defends you on paper
The regulations don't impose a formalised inspection schedule for ladders the way they do for scaffolding, but the duty to keep equipment in a safe condition applies to ladders too - and the manufacturer's instructions usually set checking rules. A sensible minimum for a small firm:
- Visual check before each use - rungs, stiles, feet, fittings, spreader; done by the user.
- Periodic check - at intervals (e.g. quarterly) a designated person reviews all ladders and records the result.
- Withdrawing damaged ladders - a damaged ladder leaves the site immediately; marked and set aside, not "don't use for now".
- Compliance with standards - buy ladders marked as compliant with the Polish Standards and keep the manufacturer's instructions.
